Depends on the medium, I've only seen this done with those type of pens. I find it strange too, but everyone has their own pace and technique. Mickey Mouse I’m done teaching I’m going to Disney shirt However I think this style is mostly for show as it looks cool and shows off just how long the process is, makes for really cool pics. As someone mostly using markers I can't do things like this as the marker would dry out and get streaky before I've even laid down a base for the entire section, but coloured pens don't exactly dry out so to each their own.

Those are colored pencils not pens. What type of marker are you using? My Copic markers would have zero trouble laying down a base for the entire picture and still have plenty of alcohol based ink left.Yeah,Mickey Mouse I’m done teaching I’m going to Disney shirt I would definitely lay down flats, or base colors first, but I'm not a colored pencil guy. Could be OP just wanted to show a cooler progress pic. As long as the base drawing is solid, it should be fine, though I assume this method takes longer.
